Public service contracts, i.e. written, paid contracts between a service provider and a public client, should correspond to the common rules in order to be awarded across national borders throughout the EU. Unfortunately, the award procedures are often complicated.
Due to the threshold value, European public procurement law applies to most textile service orders in the hospital and nursing home sector, as well as to orders in organisations such as the armed forces, the police and public administration. Textile procurement procedures outside the sector area which have been introduced from 2022, must be advertised all over Europe. The procedures should include all relevant procedural regulations and notification templates, if they exceed the (net) value of 215,000 euros excluding sales tax over the entire contract period.
Equally important is to beware of the period between the award of the contract and the start of the service. Especially in the current global economic situation, this phase is more than challenging, with regard to price maintenance. Depending on the scope of services, the required or ideal period of time for the preparation varies. As with many other textile services projects, good preparation and regular consultation is half the way to success.
